The documents for an international tender required the bidder to supply a brand-new pickup truck with insurance and fuel for twelve months, two workstations and survey equipment. The requirement sat in the additional information section. Outside the terms of reference, outside the price schedule: in a section almost nobody cross-checks against the budget.

Costing that line item came to 16% of the bid amount.

A proposal that reaches the evaluation table without it competes with a number missing one sixth of its value. And the tender package was in order: the requirement was written out in full, in the place nobody looks.

It surfaced because the documents were read from end to end.

The problem

Why that is hard

Preparing the documentation for an international public tender is among the most expensive work a consulting firm takes on, and the cost is staff time and calendar.

You have to read the whole package and every addendum, which routinely change substantive rules. Check each qualification requirement against the track record of the firm. Build the technical and financial forms in the official format. Cost the service with the staffing structure the tender imposes. And hold consistency across dozens of interlocking pieces: move one rate and you change the price, the dedication of each professional, and three forms.

Against that volume, the submission calendar always pushes in the same direction. You prioritize. You sample. And whatever goes unread is, by definition, what nobody knows they missed.

The method

How we solve it

Most organizations already using artificial intelligence started with a general assistant: draft a document, summarize a meeting, answer a one-off question. Useful tools, but they rarely change how the firm works. The step change comes from turning a tool into an operating capability: defined processes, written decision criteria, clear ownership and validation mechanisms.

The addenda had inverted the pricing strategy

Two addenda changed the basis of calculation for every qualification threshold: they moved from a percentage of the bid amount to a percentage of the estimated value of the tender. That decouples price from qualification, and bidding low stops loosening the capacity requirements. Anyone who costed against the original documents costed against expired rules.

The site had a problem the documents never mentioned

The site was in the lower Chaco, with a river levee in between. Dispersive soils fail by piping, and conventional mechanical testing does not detect them: they require a specific test package. The terms of reference did not ask for it. The site risk sweep did.

The package contradicted itself in seven places

Raised as formal queries with the contracting authority before submission. One truncated sentence left six specialists of the proposed team scoring zero points.

None of the four findings came from reading faster. They came from reading everything.

Most companies have already experimented with artificial intelligence; very few turned it into an advantage. The Build for the Future study by BCG, covering 1,250 executives, found that only 5% capture substantial value. A working paper by Humlum and Vestergaard, published by the NBER and covering 25,000 workers, explains why the rest stay out. Within the same occupations, controlled trials document gains above 15%, while spontaneous adoption returns 2.8%. The model is the same on both sides. What changes is whether someone designed how it gets used.

That design is engineering work, and it is the part most often skipped.
