Paraguay opened its renewable energy market: Law 7599/2025 and Decree 6034/2026 set the framework, and the country’s first large-scale solar tender — Loma Plata, 140 MW — started a pipeline of projects set out in ANDE’s master plan. What decides an energy-intensive site — and it is not the hectares
Most sites fail on the same three things, and all three can be screened from a desk before any field money is committed:
- →Firm power. Installed capacity at a substation is not firm capacity assignable to a private offtaker. The number that governs your schedule is time-to-power, not the nameplate rating — and confirming it means a formal enquiry, not a map.
- →Water and cooling. Whether a usable source exists at a workable distance and quality — and if it does not, what dry or liquid cooling does to the footprint and the capital cost.
- →Redundant fiber. At least two carriers on physically diverse routes, with capacity that scales and pre-feasibility letters you can hold.
Flood risk and bearing capacity then narrow the usable area. We deliver that screening as a desk-level assessment with a traffic-light on each filter, an indicative masterplan and a risk matrix — so the decision to spend on a field campaign is made with evidence rather than optimism.
One boundary we state up front: the commercial negotiation of power and tariff belongs to the developer, and the formal submission to ANDE is signed by whoever holds title to the site. We prepare the technical case and the roadmap behind it.

What actually decides whether a data center site in Paraguay is viable?
Three filters decide it, and none of them is the size of the plot. First, firm power: installed capacity at a substation is not the same as firm capacity assignable to a private offtaker, and the number that governs the schedule is time-to-power, not the nameplate rating. Second, water and cooling: whether there is a usable source, and if not, whether the design absorbs dry or liquid cooling. Third, redundant fiber with physically diverse routes. Flood risk and geotechnical bearing capacity narrow the usable area further. A desk-level assessment can screen all of these before any field campaign is committed.
What is powered land and why does it matter in Paraguay?
Powered land is a site whose value lies in the firm electrical capacity it can secure, rather than in its area. Land near a substation is a necessary condition, not a sufficient one: powered land means contracted supply, a defined connection point, verified redundancy and a committed energization date. In Paraguay the route to large-load supply runs through ANDE, and the applicable regime has been under active reform during 2026 — which is why any statement about tariff or regime has to carry a date. The commercial negotiation of power and tariff belongs to the developer, not to the engineer.
What does an international developer need to build a solar park in Paraguay?
The governing framework is Law 7599/2025 on non-conventional renewable energy (ERNC) and its implementing Decree 6034/2026. A project needs regulatory positioning (registration up to 1 MW, MOPC/VMME licensing above 1 MW), an environmental license from MADES, a connection and interconnection study with ANDE, site feasibility and due diligence, base civil engineering, and detailed electrical and generation design. Paraguay’s first large-scale solar tender — Loma Plata, 140 MW — opened this pipeline, and ANDE’s master plan projects a chain of renewable projects in the years ahead.
What civil works does a solar park or data center require?
Site feasibility studies and soil bearing capacity; road access able to carry construction and heavy transport such as transformers and gensets; grading and earthworks; platforms with specific load requirements; foundations for support structures or technical buildings; and drainage that protects the asset. Data centers add coordination with cooling, power and communications. DG designs this base civil engineering and, during construction, supervises it with technical visibility for the investor.
