## Vigencia del marco energético

Toda afirmación sobre el régimen eléctrico paraguayo lleva fecha: el marco está en reforma activa durante 2026. Al 2026-08-19 rige la **Ley 7599/2025** de ERNC con su Decreto reglamentario **6034/2026**, y el gran consumo se encuadra por **GCIE**. Los Decretos 5306 y 5307 están **derogados** desde junio de 2026 y siguen circulando en prensa: no usarlos como supuesto. ### What decides an energy-intensive site in Paraguay

Three filters, and none of them is the size of the plot: **firm power** (installed capacity at a substation is not firm capacity assignable to a private offtaker; the number that governs the schedule is time-to-power, not the nameplate rating), **water and cooling**, and **redundant fibre on physically diverse routes**. Flood risk and bearing capacity then narrow the usable area. All three can be screened from a desk before any field campaign is committed. The commercial negotiation of power and tariff belongs to the developer; the formal submission to ANDE is signed by whoever holds title to the site.
